Haryana finalises additional FAR for projects with solar, waste plant

 CHANDIGARH: The Haryana government on Monday said additional floor area ratio (FAR) will be granted to builders who install solar units and solid waste management plants in their projects. 


A provision has been made in the Haryana Building Code, 2017, with respect to grant of benefit of additional FAR in case the applicant proposes to install solar photovoltaic power plant (SPPP) and solid waste management plant (SWMP), the town and country planning department said. However, no procedure for availing the benefit in terms of installation of SPPP or SWMP has been given. 

A spokesperson of the department said that as per the procedure, the coloniser would submit the joint venture agreement duly notarised on stamp paper, with the company who deals in installation of SWMP or installation of SPPP, which would also be responsible for execution of the said plant. 

This JV agreement would indicate the project plan and its management, tonnage of the machine to be installed in case of SWMP, and connected load of all the buildings in case of SPPP, along with the details regarding advance money given in the form of cheque or demand draft. 

The coloniser must also submit a project report indicating details of the building structure to be used for SWMP or SPPP, along with its functioning and management. 

The location of the project plant should also be indicated, the official said. 
According to the spokesperson, at the time of grant of occupation certificate, where such incentive of additional FAR is granted, the department will check whether the SWMP or the SPPP is in working condition. 

The circle officer will be required to submit a report with regard to provision and functionality of such plant while sending site report on application of occupation certificate. 

If it is found that coloniser has not installed SWMP or SPPP, or that the said plant is not working, then penal action will be taken, he said. 

The coloniser will also be required to submit a maintenance certificate duly issued by an architect or engineer or Bureau of Energy Efficiency-certified energy auditors, as the case may be, annually to the respective official.
